This section will be filled in with emails and questions I have received with an answer.  I feel this is beneficial for all of us to see the question and to get the response, for learning purposes.  No names or teams will be used, and it will remain anonymous.


Jeremy, I can't find rule concerning the pitcher, while standing on the pitchers plate, drops the ball before bringing or touching hand and glove together or in motion.  I want to get it right.

It's nothing.  She hasn't brought her hands together yet, so the pitch hasn't started.  


Hey Jeremy, quick question.  Are ipads allowed on the field?  First and third base coach using one.  Had a game yesterday and coaches had them.  Just looking to clarify.

Short answer:  Yes, they are allowed.  Long answer:  The coach can use it for scorekeeping purposes.  They can NOT record video and use it for scouting purposes, or to review a play for the umpire.  I'm sure they aren't using it for anything other than their score book anyway.  


Question regarding intentional walk.  What things should we be looking for as umpires when a pitcher is delivering four balls to walk the batter. Can a catcher stepping out of the catcher's box before a pitch be an illegal pitch?  Is there such a thing as a catcher's balk?  Has the umpire ever been known to call an illegal pitch to force in a runner from third or should we avoid making that call?  What are we looking for on the intentional walk?

Yes, if the catcher steps out of the catcher's box completely with one foot prior to the pitcher releasing the ball, it is an illegal pitch.  You had also asked about a catcher's balk.  No, there is no such thing.  Balks are only in baseball.  Have I seen an illegal pitch force a runner home?  Yes.  If the defense is guilty of committing a violation (such as an illegal pitch) we have an obligation to call it, no matter when it occurs.  We are looking to see that the pitcher throws four balls out of the strike zone. Be alert for a possible strike that the pitcher may throw, be alert for a batter possibly trying to swing, and watch to ensure that the catcher stays in the catcher's box with at least a part of both feet prior to the release of the pitch.  Remember to give the count when it gets to 3-0.  Be alert for wild pitches and passed balls.
